Little kids around 5 or 6 can do it if they will stay seated and keep a life jacket on without a fight, and Kentucky requires young children to wear a life jacket while a boat is underway, so treat that as non-negotiable rather than a suggestion. Toddlers and infants are not a good fit. There is nowhere to put down a squirming two year old on an open deck, no changing surface, and the ride is long enough that a nap is a real problem. The other thing to sort out before booking is the alcohol question.
